The state code of Virginia allows Republican and Democrat units to choose the form of nominations which include a taxpayer-payer funded open primary.

For State units, the State Central Committee of the RPV chooses.

For Congressional District units, the District Congressional Republican Committee chooses.

For the State Senate and House of Delegates, the Legislative District Republican Committee chooses.

The State Central and Congressional District Committees must include representatives from Young Republicans, Republican Women of Virginia, and the College Republicans.

Congressional Districts that are larger sometimes have geographical representation. (Northern, Central, Southern, Eastern, Western, etc.
